Cyber Bureau complaint filed over Balen’s 12-year-old rap video
KATHMANDU: A complaint has been filed at the Cyber Bureau against a 12-year-old rap battle video of Prime Minister Shalendra Shah “Balen,” alleging that it contains hate speech against women and the LGBTIQA+ community.
The complaint was jointly lodged on Friday by Bibek Magar, Rosy Pun, Mahendra Singh Danuwar, and Pawan Rai (Babu), who cited a 20-minute-14-second video uploaded on the “Songs Nepal” YouTube channel. They have also included the video link in their submission.
According to the complainants, the video contains derogatory and misogynistic language and expressions that allegedly promote hatred against sexual and gender minorities.
They further claim that certain remarks in the video normalize sexual violence, including rape, and portray marginalized communities in a demeaning manner.
The complaint argues that, given Shah’s current position as head of government, such content could negatively impact social harmony. It also states that the expressions violate constitutional guarantees of dignity and equality.
Citing provisions of the Electronic Transactions Act, 2063, the complainants have requested that the content be treated as unlawful for being against public morality, decency, and social harmony.
They have demanded a formal investigation and legal action under cybercrime laws.
The video is reported to have amassed around 15 million views.
The complainants have also urged that any revenue generated from it be redirected toward producing positive awareness content for the LGBTIQA+ community.
Additionally, they have called for the video’s removal, a public apology, and compensation for those affected.
